Thanks for the feedback, Owen. Any time saved will be carried over; the
Inter-RIR is being treated as a single issue with two possible policies
to deal with it. We are also looking at any saved time being carried
over. We could look at placing the Inter_RIR pair before the break since
time saved on the ASN proposal could get eaten up in the break.

In fact, IMHO, any resource which is transferred should require that the new owner receive it as non-legacy status. Legacy status is an accident of history, not a privilege to be retained by subsequent registrants.
