[rpd] Nomcom feedback to PDWG

Thanks Dr. Oloyede for this important feedback. I hope this is the case
with the other candidates too because the mail from the NOMCOM chair has
head but no tail. It is extremely difficult to deduce exactly what the
final decision(s) was/were.

You approached the community for comments, I think a clear and succinct
response would be much appreciated. Keep up the good work even as we
approach the elections.
