Accountability is in my opinion already addressed. AfriNIC employed "IP
Number Resource Analysts" (aka Hostmasters) for that. It should be in
their job description.
Micro-managing how AfriNIC enforces the RSA is in my opinion not in the
job description of the PDWG.
