Beyond the phases, the soft landing policy does not have a provision for a transition pool.The /12 is reserved for unforeseen future. And section 5.7.4.2 gives authority to board at its discretion to decide on how to replenish  the exhaustion pool when AFRINIC can no longer meet allocation requests.

The best way to do this is to propose a policy to explicitly define a transition pool and not depend on any magic, if transition-only is needed.

An attempt to set a dedicated transition-only pool was rejected with SL-bis.

Staff understanding of the proposal is correct, and as the proposal does not revoke any specific transition-only pool, I don't see why staff will ring the bell.

All concerns should be raised now. Cochairs decided that the proposal needed more discussions in Hamammet. So please let's discuss any issue or concern, you may have.
