[rpd] Internet Number Resources Review Proposal

This is relieving, we can now engage ourselves constructively.

I strongly agree with the fact of applying sanctions in future for personal
attacks and untorward comments.

In that spirit I forgive anyone that has in any form disparaged me on the
mailing list.
