In my opinion all of this which is not defined in RSA and in the Policy 
Manual will go back to staff decision and judgement, including CEO.
And if there is any doubt or abuse or bias or threats, these can be 
referred to the board.

This is How it is (in my opinion) before this proposed policy.

And this is how it should stay, in my opinion.

the PDP is there to define how internet numbering resources are 
distributed, not if or how the use should then be monitored/audited.
