[rpd] Opposing the last call made on the review policy

Hi Frank,

You are right, the RSA mentioned the possibility of a review of allocated
resources which the proposal also took into consideration especially as
contained in 4.(b).

However, to my understanding, the RSA does not explicitly provide or
explain how the review should be done, including but not limited to an
appeal process in case of unjustly recovered resources, which the proposal
is trying to address.
