No problem, I think is ok, may be to keep it more open with the intent:
* In the case of IPv6 and/or ASNs, the transfer is limited to cases such as merger/acquisition/relocation of a company and/or the devices (whether physical or virtual) using those resources. Similar cases will be subjected to the AfriNIC staff scrutiny.

Perhaps devices isn’t the correct term, but I mean the hosts/nodes/whatever you want to call it whether physical or virtual.
In other words, if the network functionality currently utilizing the resources is being relocated.
Sorry if my hasty typing of the word devices derailed the intended meaning of my comment.
