[rpd] Support inter RIR transfer

I support the inter RIR transfer  for the AFRINIC region since the policy
in which it operate is not bias and this will favour Larus company in the
sense that if they are in need of internet number Resources and they are
not able to get it on their own region (AFRINIC) and are able to
successfully get it from other RIR region like the RIPE NCC, they will not
only become the owner of that internet number resource once the transfer is
completed but also that Number Resources will be operating under the policy
of AFRINIC and in turn will give AFRINIC apple opportunity to get access
and use other RIR region resource number thereby expanding AFRINIC Internet
Number Resources and enhancing it's service availability to it's members.
