I’m not sure I could point to the documented definition, but to the best of my knowledge, the understood meaning of the term is the period of consideration over which need is evaluated… E.g. where ARIN has a 24-month period of consideration of need (one is allowed the resources one can justify with a 24 month need in the transfer policy), that would be a “24 month assignment period”.
I’m sure someone from staff will correct me if I am wrong about this.
