Frank,

Yes, we can have endless discussions about what is “fair" unless we remind ourselves how the last /8 (102/8) was obtained, the context behind the curent soft landing policy and agree to examine our allocation statistiques to define an acceptable maximum allocation size for a fair distribution of addresses from the last /8.

When proposing SL-bis in 2016, we examined the stats before proposing  the max allocation size to /15.
