[rpd] IPv6 PI Update - Plicy Proposal

Hi all,
The main goal of this proposal is to allow to have IPv6 PI even if the requester don’t have or don’t need IPv4.
There is no reason (and there will be no IPv4 addresses soon), to request that.
There are many reasons to deploy IPv6-only end-sites and this will become more and more frequent.
As usual, happy to respond to any questions.
