Bill,

In your opinion, does the virtual RIR as described in the proposal meet the
criteria for RIR establishment in ICP-2?

If no, do you see a way the policy could easily be modified to have a
greater likelihood of being able to
meet the criteria for RIR establishment in ICP-2?
