[rpd] New Policy Proposal Received - “IPv6 Policy and References Update (AFPUB-2018-V6-001-DRAFT01)"

Have read through the document and I believe it makes sense, generally
simplifying text and bringing the distribution of IPv6 numbering
resources up to date. My only criticism is that in one section, the
numbering is a bit weird - which may just be a local editing/display
problem...
as in "1. a."... "4. d."
I believe that with minimal discussion, this update can be pushed
through quite quickly.
