Dear Saul,

The Board would like to put the position of the Appeal committee in our 
consideration of the mentioned policy proposal. However we also 
recognize the promptness required of this policy and we believe that the 
Appeal committee also recognizes this.

The Board hopes that the work of the appeal committee would have reached 
a significant stage to serve as input for the consideration of the Board.
