Omo:

I won't read your denials so don't bother.

Late 1800s - street lighting is an abomination before god and defies his will in separating night and day - and we won’t brook any dissent in our opinion - the Catholic Church.

1749 - Benjamin Franklin Comes up with the lightening rod - in 1755 - some individuals declared that lightning was from demons and causing it to flow into the earth caused drought and earthquakes - until 1769 when a church that refused to install them burnt down igniting 300k lbs of gunpowder beneath it - they to said - we don’t want to hear opposition to our unfounded arguments - we are right and will brook no denial

13th and 14th century - the church declared polyphonic music to be of the devil - because it had more than one instrument - and they would brook no argument either and said they also didn’t want to hear denials.

Over and over - how about we lose the archaic mentality and if we wish to debate a point - be willing to hear the other side - and counter with facts we have read and argue in the academic spirit.

To state something followed by “I don’t want to hear a response” is worthy only of archaic thinking (or maybe Donald trump) - and if this is the state of those involved in academia that are making such statements - maybe we truly are destined for a future that was portrayed so well in a movie I once saw - I will leave you to figure out which movie

No aspertions cast - I stated “in the event that” - not that the event would occur :) I was careful to add that.

I prefer for the moment to give the co-chairs the benefit of the doubt and assume that they were simply careless in their phrasing.

I will wait until further action is taken before casting such aspersions or making any such accusation.

Correct Owen - the only time the board gets a report is to state that a policy has passed last call and consensus has been reached and they should ratify.

I would argue though that in the event of this policy now magically finding last call consensus despite the opposition - the above email clearly demonstrates that the outcome was pre determined and opposition be damned - which again is clear grounds for yet another appeal - and failing that - great grounds for litigation.

Is a report to the board required if the co-chairs determine no consensus in last call?

It seems to me that pre-determining that the proposal will be sent to the board, especially in light of the sustained and vigorous opposition to it is premature at best and shows clear disregard for the PDP.

Dear PDWG Community,

We thank you for your interaction following the AFRINIC-27 meetings in Lagos, Nigeria although it would be nicer to see more of constructive commentary than personal attacks.

Following the AFRINIC Policy Development Process as outlined in Article 3.0 of http://www.afrinic.net/en/library/policies/1829-afrinic-consolidated-policy-manual<http://www.afrinic.net/en/library/policies/1829-afrinic-consolidated-policy-manual> , the proposal IPv4 Soft Landing Bis was moved to Last Call period for further input from the community before being passed on for ratification by the AFRINIC board or returned to the mailing list.

For avoidance of doubt, please see portions below. Emphasis added for the purpose of explanation.
3.4.2 Public Policy Meeting
The draft policy is placed on the agenda of an open public policy meeting. The agenda of the meeting shall be announced on the Resource Policy Discussion mailing list at least two weeks prior to the meeting. No change can be made to a draft policy within one week of the meeting. This is so that a stable version of the draft policy can be considered at the meeting. *The Chair(s) determine(s) whether rough consensus has been achieved during the Public Policy Meeting.*
The Chair(s) shall publish the minutes of proceedings of the Public Policy Meeting not later than three weeks after the meeting.
3.4.3 Last Call
A final review of the draft policy is initiated by the Working Group Chair(s) by sending an announcement to the Resource Policy Discussion mailing list. The Last Call period shall be at least two weeks. *The Working Group Chair(s) shall evaluate the feedback received during the Public Policy Meeting during this period and decide whether consensus has been achieved.*
3.4.4 Approval
*The Working Group Chair(s) shall recommend the draft policy to the AFRINIC Board of Directors for approval if it has the consensus of the Policy Development Working Group.* The recommendation shall include a report of the discussions of the draft policy and feedback from the Last Call. The draft policy shall be ratified by the AFRINIC Board of Directors.

Second community comment:https://lists.afrinic.net/pipermail/rpd/2017/007673.html<https://lists.afrinic.net/pipermail/rpd/2017/007673.html>

The proposal draft discussed at the meeting was published on this mailing list on October 1, 2017. Over an 8-week period, that document received one comment (and a +1) stating that the IPv6 reserve be restricted only to new members.

We duly observed previous comments from those that oppose soft landing and would rather remove restrictions. This concern is addressed by the fact that the IP addresses under discussion were in fact handed to AFRINIC in 2011 under a global policy which equally redistributed the remaining IPv4 pool amongst RIRs (effectively replacing the “on-demand” policy - despite the fact that other RIRs may have had greater need and demand at that time). Refer to Section 3 (Rationale) ofhttp://www.afrinic.net/library/135-global-policy-for-the-allocation-of-the-remaining-ipv4-address-space<http://www.afrinic.net/library/135-global-policy-for-the-allocation-of-the-remaining-ipv4-address-space>

While minutes of the meeting are yet to be published, the community may observe the proceedings of the session at https://www.youtube.com/watch?v=e-EIsBtenw0<https://www.youtube.com/watch?v=e-EIsBtenw0>
Complete meeting video playlist is athttps://meeting.afrinic.net/afrinic-27/<https://meeting.afrinic.net/afrinic-27/>

The policy proposal IPv4 Soft-Landing Bis remains in last call period as earlier announced.

Thank you for your active participation as we look forward to receiving your comments and suggestions on the substance of the policy proposal under discussion.

Regards,
PDWG Co-Chairs
