[rpd] Appeal Committee Terms of Reference (Version 1)

Dear AfriNIC Commitee,
I would like to add my support to reserve all the seat of appeal Commitee
fot AfriNIC community
members in case we go to board decide that the members of appeal Commitee
will not be compose of Board members.
