Alternatives to de-registration was commented by me amongst others.
Permanent and irreversible damage to an LIR by process of
de-registration of their resources is simply not acceptable and is
mainly what is putting AFRINIC in a dangerous position in case of
legal battles so I will again state "Permanent and irreversible
damage" must be avoided and alternatives provided.

For the record, I personally I believe the problem definition itself
needs to be rewritten, but this is up to the authors.
