[rpd] Last Call for "AFPUB-2016-GEN-001-DRAFT-04 - Internet Number Resources Review by AFRINIC"

I reiterate my support and add that the policy does not invalidate transfer.

There is a lot of fear mongering going on from review opposers.

Review policy is simple : audit, if resources are properly used, you
have no problem. If not, get support to fix issues. In last ressort and
in case of breach of rsa you have read AND signed or policies, Afrinic
reclaims resources for a better use.
