The "random part" is still there with its limitations and still makes
the process biased towards certain class of members.
This makes it biased on certain class of members only, therefore not
impartial, that is the problem.

You just described a worst case scenario I had not even considered possible.

If this is indeed the interpretation for this policy proposal it only
further confirms it should just be aborted.
Just out of curiosity, can AFRINIC "randomly" open a review during or
shortly after the transfer process?

So we are allowed to transfer space, but if we declare that transfer
interest to AFRINIC, AFRINIC rejects the transfer for X reason
(expected recipient doesn't manage to qualify), the space will be
reclaimed by the AFRINIC!
Now if that doesn't trigger legal actions for compensation claims by
the members I don't know what will.
