See the problem statement.  The answer to your question is clearly defined there in my opinion.  The 2 occasions where “better” is used in the policy are followed by "13.1 Reviews shall be based on compliance with the terms outlined in the RSA and Allocation/Assignment Policies.”

How is it problematic?  I read “better" in this case as the plain english definition i.e more desirable, satisfactory, or effective.

I do not see how “more complete” describes this better (pun intended) or why we would be splitting hairs in last call.   I cannot see anything left for this policy to pass and support it as is.
