[rpd] Anti-Shutdown-02 Proposal

[Janvier NGNOULAYE]

Dear All,
My experience on solving the Internet shutdown in Cameroon is completely
opposed to this Anti-Shutdown proposal policy.
Dialogue and discussions with the authorities further contributed to
solving the issue in our case.
That said, I'm against this policy.
