In my personal capacity:

I just want to provide information on discussions at the microphone on 
the inbound policy, without going to the microphone because the queue is 
closed.

I discuss neither for, not against the policy or its intent.

Someone asked at the Microphone, how IP addresses can suddenly appear in 
regions where the RIRs have run out of addresses.
