[rpd] "No Reverse Unless Assigned" policy

Hi,
 
It looks like the "No Reverse Unless Assigned” policy( 1) is not covered by the CPM. Is this an oversight ?

I am interested in this policy implementation report:

Has AFRINIC managed to contact members with delegations and no assignments ? 
What percentage of members has fixed assignments for corresponding delegations ?
Has AFRINIC deleted some delegations after the 12 months notice ?
