[rpd] New Policy Proposal - "Anti-Shutdown (AFPUB-2017-GEN-001-DRAFT-01)"

(Speaking in my own capacity)

I cannot agree more that Internet Shutdown is harmful. That freedom of Expression and Human rights are benefit for a democracy. That the Internet is a Socio Economic Development tool especially in Africa. However a policy to shutdown Government may not be the ideal solution as it does have a ricochet impact on the country itself in many areas and fields. 
It is now “shutting down the Government” that are “shutting down the Internet”.

And Yes this is one of the AFRINIC Government Working Group objective  - to raise awareness and re-inforce cooperation between stakeholders in Africa and promote openness.
Having Government on Board and understand the harm of such action will be more inclusive and sustainable.
