Hallo Barrack, 

Africa governments participation in the Internet governance conversations has been very low whether it is at AFRINIC or I* organizations. I believe that the governments need to pay attention to the multi stakeholder Internet governance engagement model and appreciate the right to access the internet as a basic right. We need to protect the right of access to information of the citizen as well as the investment of service providers in the regions where the governments shut down the internet. The community has the opportunity to influence equal access to an open internet system by all. Clearly, the statements from various quarters have had little influence and the governments seem less concerned or bothered to engage the community in this multi stakeholder governance discussion. If they had been interested they would have made more effort to participate in the Africa Governments Working Group (AFGWG) at Afrinic by sending in their representatives to the discussion. I believe that this policy will not only draw their attention to the need for engagement but also enable them realize the need to protect the citizens right of access to the internet and the investments of their private sector that creates jobs thereby influencing socio-economic development of their countries.

Hi colleagues, 

Interesting proposal, given the role of governments in our eco-system , i would be keen to understand whether the same has gone through the AFRINIC Government working group as Seun has indicated and their views on the same, i think we should endeavour to keep the Internet on at all costs, any punitive measure that can result in switching off the Internet or denying users access in any part of the world is not ideal in my humble opinion.
