[rpd] Last call closure for AFPUB-2016-V4-003-DRAFT03 (IPv4 Resource Transfer within the AFRINIC region)

Good day Community,

In line with the Policy Development Process, last call period was 
announced for policy proposal "AFPUB-2016-V4-003-DRAFT03" (IPv4 Resource 
Transfer within the AFRINIC region) on December 29, 2016.

Concerns were raised about conflict with provisions in the existing 
Registration Service Agreement but Legal has clarified that the RSA will 
be updated to align with the new policy once ratified by the Board.

In the absence of any further input to suggest that the consensus status 
reported after the last Public Policy Meeting has changed, Co-Chairs 
will bring the last call period to an end on Thursday February 16 at 
08:00 hours UTC and send a report to the Board for ratification.
