For this method to work, all service providers the world 
over would need to implement it, i.e., not likely to happen.

I suppose service providers are still relatively happier to 
keep throwing money at this issue, resort to partial routing 
or limit what they can offer their customers.

It's not like the industry haven't come up with solutions. 
It's just that they've seemed more complicated than throwing 
money at the issue - case in point, LISP.
