Dear Colleagues,

Following the face to face discussions in Abidjan, Côte d'Ivoire during AFRINIC
19, the following proposal did not achieve consensus during the meeting.

The co-chairs observed that during face to face, discussions and comments
received from the community about the proposal indicated the need for it to
be further discussed upon; and determined during the meeting that there is
no consensus. The proposal was therefore sent back to the mailing list for
further discussion.
