May ask for != must be given.

I have no problem with the idea of an LIR granting access to an internal
monitoring system to avoid the need to (re-)produce that information in some
other format.  Provided that it is the LIR's decision to do so, and they are
not coerced into given access to things that they're uncomfortable with.

The robustness principle could be losely applied here -- AfriNIC should be
conservative in what they request, and liberal in how they accept responses.
