As a member of the ARIN AC, I follow the ARIN list rather closely.

I think it would be more accurate to say that there is a discussion of a policy proposal submitted by individuals from US and Canadian government agencies. As part of that discussion, the topic of government participation has also come up, though it was more specifically about participation by Law Enforcement than government in general.
