[AFRINIC-rpd] PDP discussions

Hi Maye,

While I asked that question off list to avoid getting into a discussion on
RPD about this, since it has been brought to the list I need to respond.

That document published in 1979 is actually contradicted (and indeed
superseded) by an event in March 2013 at a United Nations conference, where
Mexico stated that there was no established definition of the word Consensus
within the United nations.  This position was then backed by Nigeria, Japan,
Costa Rica, Chile and Columbia.

So, either the United Nations actually has no such definition, or there is
no consensus on the definition of consensus in the United Nations (This
occurred on the 28th of March 2013 at the Final UN Diplomatic Conference on
the Arms Trade Treaty, when the United Nations failed to adopt the treaty by
consensus)

To answer Andew's mail about non existence of definition of Consensus at UN.

'As per the UN definition of consensus, the concept  ³consensus² is
understood to mean the practice of adopting decisions by general agreement
without resort to voting and in the absence of any formal objection.
Where consensus is not possible, the Chair shall convey the full range of
views expressed by members.
