I am okay with what you said. :-)

I would like your opinion as you wrote a somewhat similar 
proposal.  The AFPUB-2013-GEN-001-DRAFT-01 proposal is about 
simplifying the allocation of address space.  Currently, PI space is 
tagged as a PI Assignment.  The proposal uses the term 
"Allocation".  In general, there aren't PI Allocations.  Shouldn't 
End User PI space be tagged as a PI Assignment?
