How about:
An end site is an entity which does not make sub-allocations,
allocations, or
re-assignments, and which uses any IP address space assigned to it either
within the entity or as part of its internal operations.
The text does not use "end user" to avoid confusion. It does not use
"normal or core business" and "primarily" to make it easier for any
party involved to show that it's an end site. I don't have a strong
opinion about the text.
I removed Section 2.10. The following (edited) text in Section 2.9
was discussed:
"If the end site or downstream network changes provider (LIR), the
IP address
space assigned or sub-allocated by the previous provider (LIR) should be
returned and the network renumbered."
If I remove that text there isn't much of a difference between PA and
PI address space.
