Andrew Alston and JP Viljoen commented on the proposal.  I mentioned 
to them that most of the text is from existing policy.  Owen Delong 
mentioned that some parts of the text is indecipherable.  There has 
been comments on this list about existing requirements.  The 
motivation is to start a discussion to come up with a proposal which 
is to the satisfaction of the community.  If the community considers 
existing requirements as a problem, one alternative is to identify 
what the problems are and suggest fixes.
