[AFRINIC-rpd] policy amendment proposal

Hello,

I have recently forgotten to submit the same to policy-submission at afrinic.net
Thanks to Alan for pointing that out to me.

I understand the changes are submitted too late.
I leave it up to the judgement of the meeting and the PDWG to see whether
these are editorial changes and can be discussed as updated in the meeting.
