[AFRINIC-rpd] policy amendment proposal

I oppose this proposal.

In light of the fact that ICANN is about to go on a TLD-creating binge at the rate of several new TLDs per week for the foreseeable future, I think we should be looking at being more selective not less selective about critical infrastructure applications for DNS in IPv4.

This proposal is an excellent way to help AfriNIC get rid of it's IPv4 free pool by encouraging TLD operators to locate an anycast node on the continent and using that as a way to put AfriNIC numbers everywhere else.
