The question here relates to "if you have 5 thousand physical people on campus and you have 100% wireless coverage, how many concurrent IP addresses will you be using on average to address all devices those 5 thousand people may attempt to be using simultaneously." This amounts basically to what you said except for one difference. Your smartphone is always on, very few people turn off their smartphone because they are using other connectivity. Your tablet is PROBABLY always on, again, those devices are still connected to the network when simply sitting in your bag, because they are always on devices. Your notebook however, you shutdown/suspend when not in use.
