[AfriNIC-rpd] Definitions of LIR versus End User

Perhaps this is the case Nii, however, considering the silence from the
board and silence with regards to AfriNIC's official position on these
issues, and lack of comment, we cannot assume this.

If the board has heard the message loud and clear, they need to give a firm
indication of that to this list and give us an indication of the way
forward.
