[AfriNIC-rpd] Clarification about v6 PI space

Hi,

I believe and trust the institution should get a /46 _or_ 4x /48
Not sure if one application for "4 sites" would be ok, or if AfriNIC
would need 4 applications for /48 PI space each.

I believe "site" is the magic word...

Many would like the assignments to be aggregatable and advertised with
NO_EXPORT to the same set of upstreams...
