[AfriNIC-rpd] Policy Proposal: End user classification for Universities

Actually, thats incorrect Owen, we were under the strong impression that we
would ONLY be granted the space if we were an LIR, we ASKED for PI space.

However, I think we should leave this discussion till morning since the
situation will be clarified then and AfriNIC have said they are working to
resolve this situation, let us wait and see how things pan out once they
come back then.

I do however still believe we need a fixed definition of an LIR and I stand
by the proposed definition.
