A SLA may be important.  It does not make sense to add one if there 
aren't any mechanisms to make it work.  I don't know whether you are 
aware of Section 5.5 of the PDP.  There was a Last Call for a policy 
proposal which ended on 4 April, 2011.  It has been more than six 
months and the policy is still awaiting implementation.  The Board 
did not requested any waiver.

There has been a call for comments on this mailing list about the 
draft AfriNIC Registration Service Agreement.  Nobody responded.
