[AfriNIC-rpd] Alternative text for second paragraph of clause3.8 in soft landing

While this clause explicitly states that the use is for African connectivity purposes, this is infact already the status quo due to clauses in the Afrinic constitution if my reading oh what was said yesterday is correct
