Hello,

I am sending this text on behalf of Alan Barrett as he does not have

Replace section 3.8 with the following text:
3.8. Allocation Criteria
3.8.1.  In order to receive IPv4 allocations or assignments during 
the Exhaustion Phase, the LIR or End User must have used at least 90% 
of all previous allocations or assignments (including those made 
during both the Current Phase and the Exhaustion Phase). In the case 
of new LIRs or End Users with no previous allocations or assignments, 
this requirement does not apply to their first allocation or 
assignment request.

3.8.2.  AfriNIC resources are for the AfriNIC service 
region.  However, organisations that are based in Africa may also 
have equipment outside Africa, and there is a need for address space 
to support such equipment.  In order to meet these goals the 
following requirement is made:
	Any organisation that requests or receives IPv4 address space during 
the Exhaustion Phase, must use more than half of their IPv4 address 
space in the AfriNIC region.  In determining what fraction of their 
IPv4 address space is in use in the AfriNIC region, all relevant 
address space shall be taken into account, including Legacy Address 
Space, and address space obtained from AfriNIC or any other RIR 
before or after the beginning of the Exhaustion Phase.  All such use 
of address space outside the AfriNIC region shall be in support of 
connectivity for the AfriNIC region.
