Yes, that is one of the clauses which did not have consensus.

The updated proposal will be discussed at the forthcoming meeting, 
and people at the meeting may choose to keep that clause, or to 
change it, or to remove it.  If the proposal then gains consensus 
(with or without modifications made at the meeting), then the new 
version may go to a last call after the meeting.
