[AfriNIC-rpd] AFPUB-2011-v4-003-draft-02 - Limited Out ofRegion Allocation of IPv4 Resources

I'd actually be happy with that as well, but I figured for the sake of
getting the policy passed, I'd put that in there as a compromise
position.  If the list believes that we should lift that restriction and
let out of region applications being already, I will be more than happy
to modify the policy accordingly.
