[AfriNIC-rpd] Final IANA IPv4 blocks allocated

Two IPv4 /8 blocks have been allocated to APNIC:

I believe that that triggers the allocation of the final five under the
Global Policy for the Allocation of the Remaining IPv4 Address Space
<http://aso.icann.org/documents/global-policy-for-the-allocation-of-the-
remaining-ipv4-address-space/>.
