I'm not sure if we need a "policy" for bulk whois, but a procedure,
written by the staff might be useful (apologies if it is already
there, and I haven't found it.

I'm not really feeling Tobias on this one.  Mukom's mail seemed pretty
straightforward to me.  Abuse-c will be added as an optional attribute
in inetnums/inet6num's and aut-num's.

All the other questions seem to be red-herrings.  Maybe I am missing something.
