I don't see any summary in the archives.  I don't have a spam 
problem. :-)  I am puzzled as the policy says that the PDP Moderator 
Group will report on the status of the proposal.

One of the issues with these policy discussions is that there isn't 
any information about how the policy can be implemented.  I support 
Mark's last change on the basis that we could rely on LIRs to do the 
"right thing" instead of saying "none of these resources" and turning 
a blind eye.
