I'm not sure this is a "predicament".  The "advantage" the larger LIR
has is that it has 60k customers.

HOWEVER, Since AfriNIC doesn't charge per IP address, I think it's not
so useful to try to work it so that every LIR ends up paying the same
amount per IP address.
